    • Developing Tribal utility authorities
    • Creating or enhancing energy-related codes, regulations, and policies
    • Building legal and regulatory frameworks for energy development
    • Supporting Tribal efforts toward energy self-determination (including TERA pathways)
    • The goal is to enable Tribes to maximize economic benefits from their energy resources and strengthen long-term energy governance and planning capacity.

    • Federally recognized Indian Tribes
    • Tribal Energy Development Organizations (TEDOs)

    • Projects must occur on Indian land as defined by federal statute
    • Applications must demonstrate Tribal authorization (e.g., Tribal resolution or equivalent)
