Program Overview: The Safeguarding Tomorrow Revolving Loan Fund (RLF) program aims to provide low-interest loans to local governments most in need of financial assistance, including low-income geographic areas and underserved communities. Eligible Entities:
- States
- Federally recognized Native American tribal governments that have received a major disaster declaration
- U.S. territories, including Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and the District of Columbia
Tribal entities may provide loans to authorized tribal organizations, including sub-components within their governmental structures. Additionally, Indian tribes located within a participating entity (such as a state or territory) may apply for a loan under that entity’s revolving loan fund.
