- Grant Amount: There is no general maximum award size. For projects funded under the FY 2026 Appropriations Act, the minimum award is $1 million; for IIJA-funded awards, there is no minimum. Small Projects at Small Ports may receive no more than $11.25 million per award.
- Total Program Available Funding: $488,628,000 in FY 2026 PIDP discretionary grant funds.
- Match Required: The federal share generally may not exceed 80% of total project costs, so applicants typically need at least a 20% non-federal match. MARAD may increase the federal share above 80% for rural projects and for small projects at small ports.
- Purpose of Funding: To fund eligible planning and capital projects that improve the safety, efficiency, or reliability of the movement of goods through ports and intermodal connections to ports. Eligible uses include port freight infrastructure, operational improvements, port resilience, environmental and emissions mitigation measures, and certain seafood-related port infrastructure.
- Eligibility: Eligible applicants include States; political subdivisions of a State or local governments; public agencies or publicly chartered authorities established by one or more States; special purpose districts with a transportation function; Indian Tribes or consortia of Indian Tribes; multistate or multijurisdictional groups of eligible entities; and eligible lead entities applying jointly with private entities. Federal agencies and individuals are not eligible. Applicants must also be able to show authority to plan, construct, own, operate, and maintain the grant-funded project.
