Title and Funding Number: Hazard Mitigation Assistance (HMA) Programs

Program Overview: The State of Alaska currently has (3) Hazard Mitigation Assistance (HMA) Grant Programs available for use through the Federal Emergency Management Agency (FEMA)
  1. Hazard Mitigation Grant Program (HMGP
  2. HMGP Post Fire
  3. Flood Mitigation Assistance (FMA)
 General Requirements: 
  • Applicants must have a FEMA-approved local Hazard Mitigation Plan to be eligible to receive project grant funding.
 Deadline for proposals: HMGP Applications must be submitted to the State and FEMA within 15 months following a federal declared disaster.
  • DR-4836: 2024 Alaska Flooding: October 15, 2025
  • DR 4846: 2024 Alaska Landslide: February 15, 2026
  • DR-4859: 2024 Alaska Severe Storm and Flooding: February 15, 2026
Grant Amount: Varies – https://ready.alaska.gov/Mitigation
Cost Share Requirements:  For HMGP and HMGP — State Agencies provide 25% match with remaining 75% from Federal program.  For FMA: 75% Federal Share and 25% Non-Federal Share.
Purpose of Funding: The 3 HMA Programs support mitigation activities that reduce or eliminate potential losses to foster resilience against the effects of disasters.
  1. HMPG helps to plan for and implement mitigation measures that reduce the risk of loss of life and property from future national disasters during eh reconstruction process following a disaster.
  2. HMPG Post Fire helps implement hazard mitigation measures after wildfire disasters in any area that receives a Fire Management Assistance Grant (FMAG) declaration (not contingent on major disaster declaration and is instead triggered by an FMAG declaration.
  3. FMA is used for projects that reduce or eliminate the risk of flood damage to structures insured by the National Flood Insurance Program (NFIP).  NFIP participation is required to be eligible for funding. (DCRA is the POC for FMA cca@alaska.gov
Eligibility:  State Agencies; Local Governments; Tribal Governments, and for HMPG only –Private Non-profit Organizations.
