- Match Required: The Federal share of total project costs may not exceed 80%. Applicants must identify and commit a minimum 20% non‑Federal match, consistent with 49 U.S.C. § 22907(h).
- Purpose of Funding: The CRISI Program funds a wide range of rail capital, planning, safety, workforce development, and research projects to improve railroad safety, efficiency, reliability, and resiliency. Program objectives include reducing rail accidents and incidents, mitigating congestion at passenger and freight rail chokepoints, restoring and modernizing rail infrastructure, and enhancing multimodal connections that support economic competitiveness and goods movement across the United States.

- States, groups of States, and political subdivisions of a State
- Interstate compacts and public agencies
- Federally recognized Indian Tribes
- Amtrak and other intercity passenger rail providers
- Class II and Class III railroads, including holding companies
- Associations representing railroads
- Rail carriers or manufacturers partnering with an eligible public entity\
- University transportation centers engaged in rail research
- Non profit labor organizations representing rail employees
- Applications must be submitted by a single lead applicant, which will serve as the grant recipient if selected.
