Eligible sub-applicants may include communities, local governments, cities, townships, counties, special district governments, and Tribal Nations. Applicants must have a FEMA-approved State or Tribal Hazard Mitigation Plan by the application deadline and at award; sub-applicants need approved local or tribal plans for hazard mitigation projects, though capability- and capacity-building activities are exempt from that sub-applicant plan requirement.
