Purpose of Funding:  Proposed programs, projects, and activities will support efforts to achieve digital equity, promote digital inclusion activities, and spur greater adoption and meaningful use of broadband among the Covered Populations in the third of three digital equity programs authorized by the Infrastructure Investment and Jobs Act of 2021, Division F, Title III, Public Law 117-58, 135 Stat. 429, 1209 (November 15, 2021).  47 U.S.C. §1721(8) defines the term “Covered Populations” to mean individuals who live in a covered household with an income of not more than 150 percent of the poverty level, individuals 60 years or older, incarcerated individuals, other than individuals who are incarcerated in a Federal correctional facility, veterans, individuals with disabilities, individuals with a language barrier, individuals who are members of a racial or ethnic minority group, and individuals who reside in rural areas.
Eligible entities includes: A political subdivision, agency, or instrumentality of a State; an Indian Tribe, or Alaska Native entity; a community anchor institution. A local educational agency; or an entity that carries out a workforce development program.
