ARPA created a $2 billion Local Assistance and Tribal Consistency Fund for counties and Tribal governments and allocates $250 million to Tribal governments for fiscal years 2022
and 2023. The statute provides that this fund may be used for any governmental purpose, except for lobbying activities. The Secretary has the discretion to develop a distribution
methodology taking into the account economic conditions of each eligible Tribe.
Treasury is hosting a consultation to hear from Tribes about factors that should be considered when determining the methodology and use of funds.
