Climate Pollution Reduction Grants (CPRG) – Implementation

Purpose: The Climate Pollution Reduction Grant (CPRG) provides $5 billion in funding to states, local governments, tribes, and territories to develop and implement ambitious plans for reducing greenhouse gas emissions and other harmful air pollution in addition to providing other community benefits. This program was authorized under the Inflation Reduction Act.

CPRG Implementation Grants include a tribal set-aside with a longer timeline and no added requirement to consider low-income or disadvantaged communities. The general competition is open to tribes who apply to implement measures listed in a Priority Climate Action Plan (PCAP) submitted before March 1.

The EPA is requesting informal Notice of Intent (NOI) to Apply by February 1, 2024 for the general competition, or March 1, 2024 for the tribal competition. Find more information about this optional NOI in the NOFO.

Alaska CPRG Planning:
The State of Alaska and many tribes around the state are completing the CPRG planning process which is necessary for Alaska organizations to access implementation grants. Eligible Expenditures:

Eligible applicants may apply to implement GHG reduction programs, policies, projects, and measures (collectively referred to as “GHG reduction measures,” or “measures”) identified in a PCAP developed under a CPRG planning grant.

The general competition (closing April 1) will award up to 115 projects nationally for $2-500 million; the tribal set-aside program (closing May 1) will award up to 100 projects nationally for $1-25 million.

Cost share/match is voluntary, though applicants are encouraged to show how they are leveraging existing funding sources or how their project meets a need not covered by other funding sources.

Climate action plans not produced via the CPRG planning process are not eligible for funding under CPRG. This program will only fund one application for every reduction measure/location, so coordination is encouraged. An eligible applicant may only submit two applications: one as an individual and one as the lead applicant in a coalition. Applicants may participate in more than one coalition.


Eligible Applicants:

Any of the following entities can submit a project for an implementation grant to address an emissions reduction measure listed in an eligible PCAP:

General Competition

State agencies; municipalities; councils of government; MPOS; regional organizations of municipalities; tribes; tribal consortium; or a coalition of eligible applicants.

If the project submitted is for a measure included in a tribal PCAP, that PCAP must be submitted to the EPA by March 1.

Tribal Competition

Tribes; tribal consortiums; or a coalition of eligible applicants.

Evaluation Criteria:
This program evaluates applications based on a set of criteria including scale of emissions reduction, community benefits, organizational past performance, and budget. Please see these criteria in the NOFO when considering your application.
